Chinese Ambassador to Tanzania Chen Mingjian Publishes Signed Article Harnessing Global South Wisdom to Shape the Future of AI Development
On October 21, Chinese Ambassador to Tanzania H.E. Chen Mingjian published a signed article titled Harnessing Global South Wisdom to Shape the Future of AI Development in Guardian. The full text is as follows:

In July this year, President Xi Jinping attended the 2026 World Artificial Intelligence Conference & High-Level Meeting on Global AI Governance, where he announced the establishment of the World Artificial Intelligence Cooperation Organization. Its establishment opens up new opportunities for countries of the Global South, including Tanzania, to share in the benefits of artificial intelligence (AI) development and participate in global AI governance.
Embracing the Intelligent Age and Sharing the Opportunities of AI Development
A new wave of scientific and technological revolution and industrial transformation is gathering pace. Artificial intelligence is being integrated into economic and social development on an unprecedented scale and at an extraordinary depth. It has emerged as a new engine of progress, while also presenting unprecedented risks and challenges. The potential of AI will not automatically translate into shared prosperity. If a small number of countries and companies monoplies critical resources such as technology, computing power and data, AI could become another factor widening the development gap, allowing the rich to grow richer and the powerful to become even more dominant. In response to the profound changes brought about by AI, President Xi Jinping has raised four fundamental questions of our time: As machines begin to think, how should humanity coexist with them? As algorithms become involved in decision-making, how can security be ensured? As technology challenges ethical norms, how can governance keep pace? And as the digital divide continues to widen, how can the benefits of AI be made accessible to all? President Xi has put forward China's proposals from four key perspectives: development, security, civilization and governance. He has called on the international community to promote open access and supply, drive innovation and development, strengthen risk awareness and ensure that AI remains safe and under control, encourage inclusiveness and mutual learning among civilizations, and foster solidarity and cooperation to improve global governance. These proposals provide guidance for the sound and responsible development of AI. During President Xi's recent state visit to the United States, China and the United States reached an eight-point consensus on a range of outcomes, including an agreement to establish a China–US dialogue on artificial intelligence to exchange views on the risks and benefits associated with AI. The two sides also agreed to establish a communication channel for AI-related incidents.
Promoting Inclusive and Equitable Development to Empower the Global South
China was the first country to propose international cooperation on AI capacity-building. In 2024, China worked to promote the adoption by consensus of a United Nations General Assembly resolution on Strengthening International Cooperation on Capacity-Building of Artificial Intelligence. The resolution called for supporting AI development in countries of the Global South through policy exchanges, technical assistance, personnel training and joint research. As part of its follow-up efforts, China released the Inclusive Plan for AI Capacity-Building, proposed the Initiative on International Cooperation in AI+, and promoted the establishment of the World Artificial Intelligence Cooperation Organization. At the 2026 World Artificial Intelligence Conference & High-Level Meeting on Global AI Governance in July, President Xi announced that China would provide 5,000 places over the next five years for specialized AI training programs for developing countries. As a Chinese saying goes, “A single flower does not make spring; a hundred flowers in full bloom bring spring to the garden.” Artificial intelligence is a shared achievement of human ingenuity and a valuable resource for all humanity. It should not be the exclusive preserve of a handful of countries or individuals, but rather an international public good that benefits people across the world. China remains committed to working with countries of the Global South to help more developing countries keep pace with AI advances, strengthen their independent development capabilities, and ensure that the benefits of AI development are shared more widely and equitably among peoples of all nations.
Deepening China–Tanzania Cooperation to Shape an Intelligent Future Together
China and Tanzania enjoy a longstanding traditional friendship and are all-weather friends and partners. In the new era, bilateral cooperation is expanding rapidly into high-tech fields. Through Chinese training programs and technical exchanges, successive groups of Tanzanian young people have acquired advanced skills and knowledge, becoming an important force in promoting scientific and technological progress in their country. At the same time, Tanzania is actively embracing the AI era. It regards artificial intelligence as an important strategic enabler for realizing its Tanzania Development Vision 2050, while advancing the formulation of a national AI strategy and exploring applications of AI in education, healthcare, public services and other sectors. Tanzania is not only a potential beneficiary of the opportunities presented by AI, but also an important participant in the Global South's efforts to advance AI development and governance.
As President Xi Jinping has observed, “The development of artificial intelligence should not be a solo performance by any one country, but a symphony of global cooperation.” China stands ready to work with Tanzania to deepen AI capacity-building and practical cooperation, jointly bridge the digital and intelligent divides, and share the opportunities of the intelligent age. Together, the two countries can inject fresh impetus into their respective modernization efforts and contribute greater wisdom and strength to the inclusive and equitable development of AI across the Global South.
